About Randy Gaylord

San Juan County Prosecutor Randall K. Gaylord lives on Orcas Island with his wife
Marny. Randy and Marny were married in Olga in
1981 and moved to Orcas in 1993. Their son Colin has graduated from the
University of Washington and daughter Genevieve attends the University of
Montana.
Randy attended law school at the University of Utah. He served as law clerk for
Justice Christine Durham of the Utah Supreme Court. In 1986, he returned to Washington
State where he had a general civil law practice in Spokane, emphasizing land use
matters. He filled in for the City Hearings' Examiner from time to time and taught
environmental and constitutional law classes as an adjunct professor at Gonzaga
University.
In 1993
Randy opened a law office in Eastsound.
The following year he ran as the democratic candidate for prosecutor and was elected
in November 1994. He was re-elected in 1998, 2002, 2006, and 2010.
Active in civic and community affairs, Randy was a founding member and
is an former executive
board member of the Orcas Island Prevention Partnership - a proactive effort against
drug and alcohol abuse. Randy has volunteered time for youth sports, assisting with
soccer, Little League, and high school football.
Randy has served as president Asociation of County Officials, the Washington
State Association of Prosecuting Attorneys and the San Juan County Bar
Association.
Randy is the fourth oldest of ten children. He was born and raised in apple
country along Lake Ontario in New York State.

 Jonathan Cain, Deputy Prosecutor (Civil)
Jon learned to swim and sail at an early age. He loves being on the water and happily traded the surf of San Diego for kayaking and the not-so-extreme sport of ferry riding in the Northwest.
He also enjoys mountain biking and hiking, but most of all he loves exploring new places with his wife and daughter.

 Amy Vira, Deputy Prosecutor (Land Use)
Amy Vira joined the San Juan County Prosecutor’s Office in 2011. Prior to coming to San Juan Island, Amy lived in Wenatchee, Washington, where she practiced in the area of housing, land use and municipal law. Amy received a B.A. from Western Washington University and a J.D. from the University of Minnesota Law School.

 Kim McClay, Deputy Prosecutor (Criminal)
Kim has prosecuted cases ranging from misdemeanors to felonies over the past six years. Her passions outside of a courtroom include rock and mountain climbing, hiking, golfing, kayaking, cooking, wine tasting with friends and cuddling up next to the fire with a good dog.

 Gwendolyn Halliday, Deputy Prosecutor (Child Support)
Gwen joined the San Juan County Prosecutor's Office in 2010. She also works part-time for the Skagit County Prosecutor's Office in Mount Vernon. She has 20 years of civil legal experience with an emphasis in family law. Gwen has worked as a senior deputy prosecutor for the Skagit County Prosecutor's Office for 12 years. She also served as an Assistant Attorney General in the Spokane office under Christine Gregoire for 8 years.
Gwen graduated from the University of Washington School of Law and has an undergraduate degree from Whitworth College, Spokane. She has practiced law in 16 different counties and three tribal courts.
Gwen grew up in Spokane, Washington. She moved to Skagit County in 1998. Her passions are her two boys and volunteering in the community. She serves as VP of PTA, Board member for Habitat for Humanity, Cub Scout Committee Chair, and Treasurer for Youth Soccer Association.

 Sandra Burt, MSW, Victim Services Advocate
Sandra Burt is our Victim Advocate for domestic violence and sexual assault cases. Her master’s degree in Social Work is from Virginia Commonwealth University, 1989. She is a licensed, independent, clinical social worker in the state of Washington. Her work experience includes three years as a Peace Corps volunteer in Nepal doing rural women’s development; two years doing foster care with refugee minors and adoption work at Connections, a multicultural program of Catholic charities in Falls Church, Virginia; thirteen years as a sexual assault therapist with the Victim Assistance Network in Fairfax County, Virginia, and eight years as the school counselor at Orcas Island Elementary School. She has also had a part-time private psychotherapy practice since 1994. Sandi is deeply committed to empowering those who have experienced victimization. She facilitates a roundtable of many government agencies and community organizations in San Juan County, to ensure a professional, collaborative, multidisciplinary approach to domestic violence and sexual assault.

Elizabeth Pillow, Victim Services Advocate
Liz moved to San Juan Island 22 years ago from Hawaii. Before joining the San Juan County Prosecuting Attorney's Office in 2002, she worked in a variety of positions in County government including the District Court Office and the Sheriff's Office, as Chief Civil Deputy. Prior to working with the County, she was the owner of two local small businesses.
Liz mentors youth in the Mentor Program on San Juan Island. She is an avid gardener and quilter with an extended family of a dog, three cats, numerous laying hens and alpacas.
When not working, Liz and her husband, Brad, enjoy long distance bicycling trips that have included Italy, England and Ireland.

 Antonia Bailey, Assistant to the Prosecuting Attorney
Toni joined the prosecutor’s office in September 2000.
Serenity, wildlife and immense waterways are just a few of the qualities that was the guiding force which brought Toni and her husband to the San Juan Islands a few years ago.
Prior to coming to San Juan Island, Toni was executive assistant to the president of a biopharmaceutical company for several years. During her time with the company, she worked directly with the company’s corporate law firm handling several legal matters including but not limited to patent maintenance, private financings, shareholder communications and press releases.
An avid marine mammal and wildlife protection advocate, she is a member of several protection groups for wildlife and the environment.
Toni has two adult children, a daughter, Kelly who is married, with two children, and living in Seattle; her son, Christopher, who is also living in Seattle.
Toni loves to garden and landscape. When she’s not in the garden, she's enjoying drawing, boating, or traveling around beautiful Washington State.

 Cathryn Korth, Legal Assistant - Superior Court
Cathy moved to the San Juan Islands in 2008 from Nampa, Idaho. Before joining the San Juan County Prosecuting Attorney’s Office she worked in Boise, Idaho, for the law firm of Moore Smith Buxton & Turcke, Chartered, which specializes in Municipal Bonds, General Municipal Law, Environmental, Natural Resource and Water Law.
The love of sailing and travel brought Cathy, her husband, Brad, and son, Dylan to Friday Harbor. Their long-range goal is to circumnavigate the world and feel that the San Juans is the perfect place to practice. In the meantime, Cathy enjoys spending time with family and friends, running, hiking, reading, and exploring her beautiful new home in Washington State.

 Camolyn Armstrong, Legal Assistant - District Court
Camolyn joined the San Juan County Prosecutor’s Office in 2007. She moved to San Juan Island in 1993 from Mt. View, California. Her passions are cooking, water sports, hiking with her dog, spending time outdoors, during the cold winter months, reading a good book and quilting.

 Elizabeth Halsey, Legal Assistant - Land Use and Child Support
Prior to moving to San Juan Island, Elizabeth was the Dean of Admissions at a small private college in Portland, Oregon. She began her interest in law when she reorganized the college’s foreign student policies to comply with post 911 Homeland Security Mandates. Her interest in legal matters grew as she completed a law class as part of her Master’s Degree in Business Administration in Technology Management. Elizabeth also holds a Bachelor’s Degree in Fine Arts, is a published illustrator, and enjoys drawing the beautiful views on the island. She and her husband Doug enjoy island life and Elizabeth will combine her analytical thinking with her creativity to diligently serve San Juan County.
