Prosecutor Announces Personnel Changes at the Prosecutor’s Office
San Juan County Prosecutor Randall K. Gaylord announced several promotions, new hires and departures over the past two months.
In March, Alan Marriner resigned his position as Deputy Prosecutor to join the Bellingham City Attorney’s office as an Assistant City Attorney. For the past four years, Alan has been a familiar face at the courthouse and in meetings and hearings on land use issues. "It is difficult to lose the knowledge and common sense approach that Alan brought to his work. We wish Alan and his family the very best in Bellingham."
Cameron Carter has been promoted to the position held by Alan Marriner. Cameron joined the Office of the Prosecuting Attorney in April 2003 and has been handling criminal cases in District Court. Now, on Monday mornings he will appear on the court docket to assure parents are paying their child support as required by court order and the Washington State Division of Child Support. Cameron will also handle all hearings before the Western Washington Growth Management Hearings Board, court appeals on land use cases, and advice to the commissioners and community on land use issues. "Cameron has the desire, the aptitude and good judgment. We will train him on the law and practice techniques," said Gaylord. Mr. Gaylord noted that Cameron will have attended over 60 hours of specialized training seminars by the time he begins his new position on June 1.
Since Alan Marriner’s departure, Katherine E. Blaine, Orcas island attorney who handles truancy cases for the Prosecutor’s Office, has been handling all family support matters and will continue to do so until Cameron Carter begins his new position on June 1. Mr. Gaylord extended his appreciation to Ms. Blaine for filling in on short notice.
Loreva (Lori) Preuss has been hired to fill the Deputy Prosecutor position created by the promotion of Cameron Carter. Lori will handle pretrial, trial and post-trial proceedings in District Court. Lori is a 2002 graduate of Gonzaga University. "Lori will bring great energy, knowledge, and experience to the Deputy Prosecutor position," said Gaylord. Since January 2003, Lori has served the Okanogan County Prosecuting Attorney in District Court and Juvenile criminal proceedings. "Her past experience has shown that Lori will be very involved in community groups," added Mr. Gaylord. Mr. Gaylord noted that the salary changes approved by the commissioners allowed the prosecutor to offer a competitive salary for the first time since the position was created. "The ability to hire knowledgeable people is a great benefit to the entire community," added Gaylord.
Effective August 28, Kimberly Lambie has resigned her position as legal assistant, a position she has held since 1995. "When Kim moved from the Maricopa County District Attorney’s Office to San Juan County, I thought she would last a year in this soggy climate, said Mr. Gaylord. She settled in here like a rock. I understand her desire to explore, and wish her the very best," added Gaylord.
Lauren Franciosi has been promoted to the senior legal assistant position held by Kim Lambie. Lauren moved to the prosecutor’s office from District Court in 2003. "This is a natural progression for Lauren and for the office. I can’t express how pleased I am that Lauren will be taking on the additional responsibilities," said Mr. Gaylord. "This means we will begin a search immediately for a full-time legal assistant position," added Gaylord
Other minor changes in the office – Deputy Prosecutor Karen Vedder is back working at a level of nine-tenths of full-time, the salary level approved by the commissioners. "Karen has rebounded from illness quickly and completely. We are grateful," added Mr. Gaylord.
Mr. Gaylord also announced that Debi Frazier has joined the office in a temporary position he refers to as the "Stand Up Clerk." "It’s a stand up clerk, because we don’t have a space for her to sit down," said Mr. Gaylord. Mr. Gaylord noted that the legal assistants in the office are overwhelmed with phone calls and copying." "We kept getting farther and farther behind, so, for the next six months we are experimenting with this part-time position," said Mr. Gaylord.
Rick Applegate will also fill a temporary summer position of legal intern. Mr. Applegate is in his third year at Willamette University School of Law in Salem, Oregon. Mr. Applegate has been hired under a work-study program in where the university pays about 40% of his salary. "This program is good for the student and good for our office," said Mr. Gaylord. Mr. Applegate will begin an eight-week internship on June 1, 2004.
